Tiny Home Definition
Pursuant to Maine Statute 29-A, section §101, subsection 80-C, Maine's definition of a "Tiny Home" is a living space permanently constructed on a frame or chassis and designed for use as permanent living quarters that:
- Complies with American National Standards Institute standard A 119.5 on plumbing, propane, fire and life safety and construction or National Fire Protection Association standard 1192 on plumbing, propane and fire and life safety for recreational vehicles;
- Does not exceed 400 sq. feet in size;
- Does not exceed any dimension allowed for operation on a public way;
Is a vehicle without motive power.
Manufactured Home Definition
Pursuant to Maine Statute 29-A, section §101, subsection 32-B, Maine's definition of a "Manufactured Home" is a structural unit or units designed to be used as a dwelling or dwellings and constructed in a manufacturing facility and then transported by the use of its own chassis or placement on an independent chassis to a building site.
"Manufactured housing" includes any type of building that is constructed at a manufacturing facility and then transported to a building site where it is used for housing and that may be purchased, sold, offered for sale or brokered by a licensee in the interim. Three types of manufactured housing are included:
- Units constructed after June 15, 1976;
- State-certified modular homes;
- Units constructed prior to June 15, 1976
How to Title your Tiny Home or Manufactured Home
A Certificate of Title establishes legal ownership of a Tiny Home or Manufactured Home in the State of Maine. The application process varies depending on whether the home is new or used and the year of the model. Beginning in 2009, The Bureau of Motor Vehicles began issuing titles for Manufactured Homes and in 2019, the Bureau of Motor Vehicles began issuing titles for Tiny Homes.
Note: If the manufactured homeowner is deceased, additional documentation may be required depending on the circumstances. Please contact the Bureau of Motor Vehicles, before submitting your application.
1. Determine if the model year is eligible for a Certificate of Title
The following information regarding the home’s year and housing status will help determine which model years are eligible for a Certificate of Title.
- Manufactured Home: The Secretary of State may issue a Certificate of Title for new or used manufactured housing that was previously issued a State of Maine Certificate of Title, or a model year 2007-or-later model that was never issued a Certificate of Title.
- Tiny Home: The Secretary of State shall issue certificates of title for new tiny homes beginning with model year 2020. The Secretary of State shall issue a Certificate of Title for a used tiny home of any model year that was previously issued a State of Maine Certificate of Title.
2. Identify who must apply for a Certificate of Title and what documents are required
There are generally four categories of individuals who may submit an application for a Certificate of Title. The submission process and required documentation may vary depending on whether the application is completed by the customer or the retail seller/dealer. Please refer to the document list below:
New home purchased from a Maine dealer: The retail seller submits the following:
- MVT-60 Application, Certificate of Origin for a Manufactured Home or Tiny Home, Transfer of Ownership document, Required Fee of $100 payable via check or money order2
New home purchased outside Maine: The lienholder or owner submits the following:
- MVT-60 Application, Certificate of Origin for a Manufactured Home or Tiny Home, Transfer of Ownership document, Required Fee of $100 payable via check or money order2
Used home purchased from a Maine dealer: The retail seller submits the following:
- MVT-60 Application, State of Maine Certificate of Title, Transfer of Ownership document, Required Fee of $100 payable via check or money order2
Used home without a Maine retail seller: The lienholder or owner submits the following: If there is no lienholder, the owner is responsible for applying
- MVT-60 Application, State of Maine Certificate of Title, Transfer of Ownership document, Required Fee of $100 payable via check or money order1
1Note: The Secretary of State may request additional documentation if needed to process the application, such as but not limited to, additional transfer of ownership documents, additional bill of sales, power of attorney documentations, notarization documentations, and/or personal representative document. 2Note: A $50 late penalty may only be applied if the required Certificate of Title application is not submitted and received within 30-days of the transaction by a Maine Dealer or Maine Retail Seller. This fee does not apply to personal individuals engaged in private sales to-and-from one another and/or titling by themselves.
3. Submit the Application and required documents

4. Receive your Certificate of Titles
After the application has been reviewed and approved, the Maine Secretary of State will issue a Certificate of Title showing the legal owner and any recorded lienholders. If there is a lienholder present on your Certificate of Title, it will be mailed or electronically transmitted for their ownership until you have satisfied the security interest of the recorded lienholder.
