The State Emergency Response Commission (SERC) exists in order to coordinate emergency planning, training and right-to-know activities with regard to hazardous materials. The SERC was created under Maine law and in accordance with federal law.

The State of Maine has adopted rules allowing the SERC to charge fees to facilities which inventory certain hazardous materials. This creates revenue which supports planning, training and right-to-know activities at the State and local levels.
