  • Troop F Weekly Report 02-27 to 03-05-23

    Incident Type:         vehicle theft

    Brief Synopsis:       Cpl. Quint investigated a complaint of a U-Haul truck that was due to be returned near the beginning of February 2023, but the renter refused to return it and would not respond to any form of communication.  The truck was entered as stolen into the computer system and area agencies were notified.  An officer with Houlton Police Department located the vehicle after it had run out of gas at an intersection.  The suspect was located a short distance from the truck and was brought to the police department.  Cpl. Kilcollins was on-shift and responded to the PD to issue the man a criminal summons for Unauthorized Use of Property.  The truck was returned to U-Haul.

    Trooper:                   TR. DESROSIER

    Brief Synopsis:       Tr. Desrosier was conducting traffic enforcement in Saint Francis and observed a vehicle that did not have registration plates attached.  Tr. Desrosier recognized the driver and knew she had a suspended license.  After confirming the suspension with the dispatcher, Tr. Desrosier issued a traffic summons to the woman for OAS, civil infraction.  The woman arranged to have her vehicle removed from the roadway.

    Brief Synopsis:       Tr. Roy was conducting traffic enforcement in Connor and observed a vehicle without an inspection certificate.  Tr. Roy conducted a traffic stop and after an investigation he issued the driver a criminal summons for operating with an expired driver’s license (expired 2019).  The man was issued a warning for not having an inspection sticker and for not wearing his seatbelt.  The man arranged to a licensed driver to come get him and his vehicle.

    Brief Synopsis:       Tr. Rider was driving through Caribou and saw a disabled vehicle.  As he was checking on the driver, he discovered the man’s driver’s license was suspended.  Tr. Rider issued the man a summons for OAS (civil infraction) and helped him arranged for a wrecker to come get the car.

    Brief Synopsis:       Tr. Castonguay was conducting traffic enforcement in Hodgdon and observed a truck with no inspection certificate.  Tr. Castonguay stopped the vehicle and after investigating, it was discovered the truck was not inspected, registered, or insured.  Tr. Castonguay issued the man three traffic summonses, one for the registration that expired in 2020, one for it not being inspected, and one for not having proof of insurance.  The vehicle was towed from the roadway.

    Brief Synopsis:       Cpl. Kilcollins was invited to the Houlton Elementary School to kick off Read Across America. Read Across America is a weeklong project that focuses on the importance of literacy and encourages children to read more. The kickoff day was also Dr. Seuss’s Birthday. Cpl. Kilcollins read his favorite Dr. Seuss book to children in Pre-Kindergarten, 1st grade, and 2nd grade.

    Brief Synopsis:       Tr. Levesque received a theft of services complaint in Stockholm. A local Taxi Company called to advised that they gave a male subject a ride and he was now refusing to pay the fare. The male called the taxi company with the understanding he would pay when he got home. When the male arrived home, he went in the house and did not pay the driver. Tr. Levesque spoke with the male and his mother, and an arrangement was made to pay the taxi company

    Brief Synopsis:       Tr. Merchant responded to a single vehicle crash on Interstate 95 in Houlton. When Tr. Merchant arrived on scene, she was advised the male driver had already gone to Houlton Regional Hospital. Tr. Merchant looked inside the vehicle and noticed hypodermic needles and drug paraphernalia. Tr. Merchant had the vehicle towed and contacted the male driver at the hospital. The male consented to a blood draw and was charged with Operating Under the Influence of Drugs.

    Brief Synopsis:       Troop F is doing an evidence room inventory and multiple firearms are in our possession that were found or turned in with no known owner listed.  If anyone has lost or is missing a firearm and has proof of ownership with a serial number, contact Troop F for Sgt. Josh Haines or Corporal Nick Casavant.

    Brief Synopsis:       Tr. Sylvia was monitoring traffic on Interstate 95 in Ludlow when he encountered a vehicle traveling 111 MPH in the posted 75 MPH zone.  Tr. Sylvia stopped the vehicle and charged the Chester woman with Exceeding the Posted Speed Limit by 30 MPH or more.

    Brief Synopsis:      Tr. Desrosier was investigating a traffic complaint in Caswell where the operator of a vehicle may possibly be impaired.  Tr. Desrosier stopped the vehicle and after an investigation, it was determined the driver was not impaired but had a suspended driver’s license.  A traffic summons was issued for the violation and a licensed driver came and removed the vehicle from the roadway.

    Brief Synopsis:      Tr. Desrosier was conducting traffic enforcement in Connor.  While finishing a traffic stop, he observed a vehicle passing him and he knew the registrations plates were falsely attached.  Tr. Desrosier stopped the vehicle and after an investigation, the driver admitted to putting the plates on the truck knowing they did not belong.  The man was issued a criminal summons for the violation.

    Brief Synopsis:      Tr. Roy was conducting traffic enforcement in Mars Hill and observed a pickup truck rusted to the point it would not pass inspection.  Tr. Roy conducted a computer query on the registration and then on the registered owner.  The computer indicated the owner had two active arrest warrants.  Tr. Roy stopped the vehicle and arrested the man without incident.  He was able to post bail and was brought back to his truck.

    Town:                    LIMESTONE

    Trooper:                TR. ROY

    Brief Synopsis:      Tr. Roy was conducting traffic enforcement in Limestone.  He observed a vehicle displaying an expired inspection certificate.  A traffic stop was conducted and after an investigation, Tr. Roy found the vehicle unfit to be on the public way.  He observed several major defects, such as faulty brakes, the tires had the steel belt exposed, and the car was leaking fluid.  The driver admitted to knowing the issues and was driving the vehicle anyway; she was also on bail for other offenses.  Tr. Roy issued the woman a criminal summons for operating a defective motor vehicle and had it towed from the roadway.

    Brief Synopsis:      Cpl. Kilcollins was traveling south bound when he observed a truck with an expired inspection sticker. Cpl. Kilcollins was familiar with the truck and knew the male owner had a suspended license. As the truck passed Cpl. Kilcollins, he saw the male driving was the owner who has a suspended license. Cpl. Kilcollins pulled the vehicle over and issued the male driver a summons for Operating After Suspension. Arrangements were made for the male and the truck to be picked up at a nearby gas station.

    Brief Synopsis:      Tr. Barnard and Tr. Merchant conducted a school visit at Katahdin Elementary and High School. Tr. Barnard and Tr. Merchant spent some time with the pre- Kindergarten class. Tr. Barnard and Tr. Merchant spent time talking with the kids and helping them with class work.

    Brief Synopsis:      Tr. Saucier responded to the railyard in Oakfield after an employee called to report there was a female passed out in her vehicle on the property.  The female and vehicle were gone when Tr. Saucier arrived.  The employee was able to provide a registration for the vehicle.  Tr. Saucier will continue to look for the female to warn her for trespass.

  • Troop G Weekly Report - 03/06/2023 - 03/12/2023

    On 03/06/2023, Cpl. Cote stopped Jamie Thorne (34) of Saco on the ME Turnpike southbound in Portland.  Her ME driver’s license was found to be revoked and she was listed as a Habitual Offender.  She was summonsed for Operating after Habitual Offender Revocation and the vehicle was driven away by a licensed family member who came to the scene.

    On 03/09/2023, Tr. Foley observed Garrison Beck (31) operating his vehicle erratically on I-95 in Farmingdale. The resulting investigation revealed that Beck was operating under the influence. Beck was arrested and transported to Augusta Police Department where his breath test results were above the legal limit.

    On 03/10/2023, Tr. Ellis stopped a juvenile operator for speeding on the ME turnpike southbound in Falmouth. Her license was found to be suspended. She was summonsed and a parent contacted. A licensed passenger drove the vehicle away.

    On 03/11/2023, Tr. Wilcox stopped Shelly Brownstein (51) of Alfred after receiving a traffic complaint on her operation. She was arrested and charged with OUI - Drugs. Wells Police Department assisted with a DRE.

    On 03/11/2023, Tr. Ellis contacted Manuel Miguel (45) of Auburn on the ME turnpike northbound in New Gloucester after reports of erratic operation. He was found to be impaired and transported to Gray Barracks for a chemical test. His results were over the legal limit. He was charged with Operating Under the Influence and Driving to Endanger.

    On 03/12/2023, Tr. Wilcox stopped Brian Clarke (35) for Criminal Speed on the ME Turnpike in Biddeford. Clarke was issued a summons.

    On 03/12/2023, Tr. Ellis stopped Zachary Hicks (24) for speeding on the ME turnpike southbound in Biddeford. He was found to have a warrant for his arrest. He was arrested and transported to jail without incident. Tr. Wilcox assisted.

     

  • Troop G Weekly Report - 03/13/2023 - 03/19/2023

    On 03/17/2023, Cpl. Physic stopped Justina Marcisso-Hussey for speeding.  Cpl. Physic ultimately arrested Justina for OUI.  Justina took an intoxilyzer test and blew over the legal limit.

    On 03/18/2023, Cpl. Physic stopped Sarah Baylin for speeding.  Cpl. Physic ultimately arrested Sarah for OUI.  Sarah refused to take an intoxilyzer test and was charged with OUI.

  • Troop F Weekly Report 03-13 to 03-19-23

    Town:                        caribou

    Trooper:                   TR. DESROSIER

    Brief Synopsis:       Tr. Desrosier stopped a vehicle in Caribou for a traffic infraction.  He was familiar with one of the men in the vehicle who gave him a false name and birthdate.  Further investigation revealed the man had several bail conditions and numerous arrest warrants.  Tr. Desrosier confirmed the man’s true identity and arrested him.  During a search, drugs were found inside the vehicle.  The passenger in the vehicle was also arrested for violating bail conditions and drug charges.  Both men were taken to Caribou PD.  One was bailed and the other was transported to the Aroostook County Jail.

    Brief Synopsis:       Tr. Roy was conducting traffic enforcement in Presque Isle and observed a vehicle with several defects.  After stopping the truck and conducting an investigation, Tr. Roy discovered the owner/driver altered the vehicle after it was inspected by tinting the windows with an illegal tint and modifying the exhaust.  The man was given a warning for the defects and a criminal summons for altering the motor vehicle after inspection.

    Brief Synopsis:       Tr. Rider arrested a man in Limestone for having two active arrest warrants and was having approbation revoked.  The man tried to hide in a garage under some debris but was still found by Tr. Rider.  The man was arrested without incident and was transported to the Aroostook County Jail in Houlton.

    Town:                        Perham

    Trooper:                   CPL. KILCOLLINS

    Brief Synopsis:       Cpl. Kilcollins assisted Presque Isle Police Department (PIPD) with a crash on the Caribou Road. PIPD received a call that male had lost control of his vehicle and crashed. Cpl. Kilcollins arrived no scene and recognized the male from previous encounters. The male advised PIPD that he had been drinking and appeared to be under the influence of alcohol. The male was taken to the police department for further testing. The male advised PIPD officers that he had stolen his parent’s vehicle. Cpl. Kilcollins spoke with the male, and he advised he had in fact stolen the vehicle. Cpl. Kilcollins attempted to contact the parents but was not able to reach them. The male was taken to jail for driving with a Revoked License and Operating Under the Influence. Cpl. Kilcollins is continuing to reach the parents to see if the male had in fact stolen the vehicle.

    Brief Synopsis:       Tr. Saucier investigated a trespass complaint in Island Falls.  As a result of the investigation a male party was trying to get a truck that he believed belonged to him from the property.  The man was issued a trespass warning and told not to return.

    Town:                        Madawaska Lake Twp

    Trooper:                   Tr. Curtin

    Brief Synopsis:       Tr. Curtin was traveling on Route 161 in Madawaska Lake Twp when he came across a vehicle pulled to the side of the roadway.  He checked on the driver found he was passed out behind the wheel.  The 25-year-old male was well known to police for drug and mental health issues, and he was arrested for OUI Drugs.  A DRE at Caribou PD attempted to have the subject perform tests and he refused. 


     

  • Troop G Weekly Report - 03/20/2023 - 03/26/2023

    On 03/20/2023, Cpl. Cote stopped Alexis Koutsikos (28) of Auburn on the ME Turnpike southbound in Gray.  She was found to have a revoked license.  She was summonsed for Operating after Revocation (Habitual Offender) and her vehicle was towed away.

    On 03/22/2023, Cpl. Physic stopped Michael Waterman for speeding.  Cpl. Physic ultimately arrested Michael for OUI.  Michael took an intoxilyzer test and blew over the legal limit. Sgt. Pappas assisted.

    On 03/22/2023, Sgt. Pappas arrested 3 subjects for weapons and drug charges after recovering three guns, cocaine, and fentanyl from a traffic stop.  One the guns was stolen out of Saco. 

    On 03/23/2023, Cpl. Cropper investigated a hit-and-run accident that occurred at MM 39.5 northbound on I-95 in Scarborough. CAMERON LACHANCE (19) of Westbrook was summonsed for Driving to Endanger and Leaving the Scene of a Property Damage Crash after he crashed into two motorists and fled the scene.

    On 03/25/2023, Cpl. Cote stopped Edward Ramos Rodriguez (21) of Lawrence, MA on the ME Turnpike southbound in Portland.  His license was found to be suspended.  He was summonsed for Operating after Suspension and a licensed passenger drove the vehicle away.
