Local Project Administration (LPA) through MaineDOT enables cities, towns and nonprofit agencies to make transportation improvements with federal and state money. A certified staff member takes charge of a “locally administered project” in partnership with MaineDOT, which makes sure all federal and state requirements are met.
Local Roads - Traffic Issues
All traffic-related controls on all Maine roads open to the public must follow the national "Manual on Uniform Traffic Control Devices" (MUTCD). This manual provides guidance for traffic signs, pavement markings, work zones, school areas, and much more.

- The Manual on Uniform Traffic Control Devices (MUTCD) serves as the national, state, and local standard for traffic control during all operations on public streets and highways in the United States. These minimum standards apply to all public roads regardless of type, class, or agency having jurisdiction over them. It's important that the driving public sees and reacts to similar traffic control devices whether there is a local or state road crew, a utility truck, a contractor's crew, or emergency vehicles, etc
Local Roads and Projects
The Maine Local Roads Center provides training, technical assistance, and information to those municipal and county personnel who are responsible for constructing, maintaining, and managing local roads and bridges in Maine. Administered by the Maine Department of Transportation, the Maine Local Roads Center is one of over 50 “technology transfer” centers established by the Local Technical Assistance Program (LTAP) of the Federal Highway Administration.
Statewide Transportation Improvement Plan
Maine’s Statewide Transportation Improvement Program (STIP) is a statewide prioritized listing/program of transportation projects, covering a period of four years, and is consistent with Maine’s long-range statewide transportation plan. The STIP includes the Transportation Improvement Programs (TIPs) of Maine’s four Metropolitan Planning Organization (MPOs).

MaineDOT’s Family of Plans is a set of multimodal and modal transportation planning documents that lay out the department’s vision for Maine’s transportation system, present recommendations for how to achieve the vision, and lay out the path to implementing them.
Planning
The Bureau of Planning is MaineDOT’s primary point of contact for Maine’s Metropolitan Planning Organizations (MPOs), Regional Planning Organizations (RPOs), municipalities, other stakeholders, and members of the public for all modes of transportation. It is also home to MaineDOT’s Tribal Liaison.
Public Transit Advisory Council
The Public Transit Advisory Council is a voluntary board established in statute to advise the State Legislature and the Maine Department of Transportation on public transit services in the state. Council members are appointed by the MaineDOT Commissioner and represent a broad range of perspectives. The Council is administered by MaineDOT.
