What we mean by “The MOOSE Method”

MOOSE is Maine’s educator-powered continuous improvement system for open, accessible, project-based learning resources. MOOSE began as a response to inequitable access to in-person learning early in the COVID-19 pandemic, and it has grown into a long-term statewide approach for creating and improving high-quality learning resources.

The MOOSE Method is a cycle

  1. Partner to address needs: We partner with Maine educators to identify needs and promising topics, which drive the focus of MOOSE module development. 
  2. Co-Design to build capacity: MOOSE modules are built by Maine educators (e.g., classroom teachers, curriculum leaders, and partners such as libraries, museums, and educational organizations) working in collaborative, interdisciplinary teams across the pre K - 12 spectrum.
  3. Publish to support classrooms: We build learning experiences that are ready for real classrooms. Modules are designed as interdisciplinary, project-based learning experiences that are intended to be accessible and inclusive. We continue to support educator decision-making and implementation by developing resources that help teachers make quick choices about using a module and navigate implementation with confidence.
  4. Pilot to learn what works: MOOSE is designed for constant iteration and improvement over time. Educators pilot modules with students and provide feedback. Modules are used with students and piloted by educators for feedback.
  5. Iterate to improve: Educator teams regularly update modules to ensure they remain engaging, accessible, and aligned to current standards for publication and usability—applying UDL and PBL frameworks and completing maintenance to support long-term functionality.
  6. Share to scale learning: We share what we learn so it translates into day-to-day classroom practice across Maine. The goal isn’t only better materials—it’s better learning statewide. The collaboration, feedback, and professional learning that come through the MOOSE process support classroom practice across districts and grade spans.

Equity, access, and statewide value - MOOSE provides free learning resources aligned to Maine Learning Results—reducing barriers for schools, students, and communities.

A method that builds educator capacity - MOOSE is also known for professional learning that helps educators expand and deepen their practice as they design resources—strengthening instruction beyond any single module.

Sustained as Maine’s Digital Content Library - MOOSE was initiated with federal relief funding and is sustained through the State General Fund as Maine’s Digital Content Library (Title 20-A, §19301).

Created by Maine Educators

  • Modules are aligned to multiple Maine Learning Results standards and Guiding Principles.
  • Many modules are tied to PreK-12 Learning Progressions in key topic areas but all modules can "stand-alone".
  • MOOSE is free and open to all (no sign-up required), and modules are licensed as Creative Commons, so they can be reused with or without modification.

  • Modules are student-centered and enhanced for accessibility through a Universal Design for Learning framework.

Constant Iteration and Improvement

  • Even after 5+ years of module development, MOOSE continues to evolve and improve!
  • Maine educators are piloting modules with their students and providing feedback for iteration.
  • Teams of educators are helping to improve existing modules that were created in the first year of the project (2020-2021).
