Freedom of Access Act (FOAA)
Following announcement of an award decision, all submissions in response to a Request for Proposals will be considered public records available for public inspection pursuant to the State of Maine Freedom of Access Act (FOAA) (1 M.R.S. §§ 401 et seq.).
For FOAA requests related to Request for Proposals, please submit requests to FOAArequest.DAFS@Maine.gov.

All RFPs posted to maine.gov prior to October 1, 2025 will continue with the process as defined in the RFPs below.
New solicitations posted on or after October 1, 2025 are available in Vendor Self Service only.
1. Vendors must have an active User ID and password in VSS to submit questions and respond to solicitations.
2. Vendors must have an active Vendor Code (VC or VS) to contract with the department.
