Emma leads the Learning Through Technology team, guiding operations, long-term planning, and statewide vision. She ensures Maine schools and educators have the resources, training, and tools needed to prepare students with the skills to be “future-ready.” From identifying the most relevant supports for schools to monitoring emerging technology trends, Emma helps align Maine’s educational technology efforts with both state and national priorities.

Bethany Billinger
MLTI Project Manager

Bethany is the core of operational support for the Learning Through Technology team, helping Maine schools access the guidance, resources, and programs needed to integrate technology effectively. She coordinates statewide initiatives like MLTI and the device program, organizes key events including the annual student conferences, oversees grants and contracts, and provides support for communications and program tools.

Allison Braley
Computer Science Specialist

Allison is the go-to for all things computer science education. From developing resources and curriculum to organizing statewide programs and events, she supports schools, educators, and districts in building high-quality computer science opportunities for all students. She leads initiatives like the Statewide Computer Science Leadership Team, Pine Tree Programming and Dirigo Digital, provides professional learning for teachers, and collaborates with state and national partners to align policy and practice.

Jim Chasse
Jim Chasse
Infrastructure Specialist

Jim is the primary contact for cyber infrastructure, cybersecurity, and state and federal resources that strengthen local technology systems. He also serves as a key point of contact for the Student Data Privacy Consortium. From guiding network infrastructure improvements in schools to helping districts enhance their cybersecurity posture, Jim provides statewide leadership and expertise to ensure Maine’s schools are secure, connected, and future-ready.

Elementary Technology Specialist

Jon supports all things elementary technology and the Learning Through Technology’s student leadership programming. From helping to facilitate our annual student events to supporting technology integration in the elementary classroom and bringing new opportunities into libraries and media centers, Jon works to help educators connect with the education technology opportunities best suited for them and their students.

Education Data Specialist

Sam is the Learning Through Technology’s go-to data guru. From collecting, organizing, and cleaning data to analyzing and visualizing it, he not only works with data but supports other initiatives on the team as well, like events and contracts.

MLTI Ambassador Program Facilitator

Jonathan oversees the MLTI Ambassador program and helps to coordinate the Learning Through Technology team’s professional learning offerings at-large. His work is always motived by his passion for shifting from simply having technology in schools to using educational technology in ways that transform students’ experiences and learning.
