Sections 23, 25, 30, 40, 89, 91, 93, 97 B & D, 102: July Cost-of-Living Adjustments (COLAs)

MaineCare is preparing to increase reimbursement rates through a 1.0% COLA for certain services that are regularly scheduled to receive them in July. This COLA was recently appropriated by the Legislature through a budget amendment (with P.L. 2025, Ch. 388, Part GGG).  

Funding for these COLAs will be made available to the Department pending a 90-day waiting period that began with the adjournment of Legislature on June 25, 2025. 

These new rates will be funded retroactively to July 1, 2025, and will reflect a 1.0% COLA.  

The updated fee schedules will be available for viewing on the Rate Setting page of the Health PAS online portal as they are completed and prior to implementation.  

These COLAs affect rates for eligible services under the following Sections of the MaineCare Benefits Manual (MBM).

Note: Certain services under Sections 31, 45 and 97C will also receive this 1.0% COLA. Separate notices with those details are forthcoming.   

Billing Guidance 

Providers should continue to bill the rates that are currently in effect. Once new rates are implemented, providers will be responsible for adjusting all claims.
