REMINDER: Comment Period Open for HCBS Providers of Clinical, Clinical Therapy, Care Coordination, Supportive Skills Building, Therapeutic Interventions, Assistive Technology, and Personal Support Services Until July 13, 2026

The Department held three separate forums in the month of June to present draft rates, models, and rationales for services included within this rate determination effort. Meetings were held:

  • June 25, 2026, to present draft rates, models, and rationale for Care Coordination, Personal Support, and Support Skills Building Services (Sections 12, 18, 19, 20, 29, and 96).
  • June 26, 2026, to present draft rates, models, and rationale for Clinical and Clinical Therapy services (Sections 19, 20, 21,40, 96, and 102).
  • June 29, 2026, to present draft rates, models, and rationale for Therapeutic Interventions and Assistive Technology (Sections 18, 19, 20, 21, 29, and 40).

All presented materials, including PowerPoint presentations, video recordings, and appendices presented during each meeting, are available on the Rate System Reform webpage.

MaineCare launched a written comment period that began on June 25, 2026. This comment period is used to accept feedback from providers and other interested parties on the draft rates that were presented during the forums. Your feedback is important and necessary in the finalization of rates included in this rate determination effort.

Please submit your written comments directly to: RateReform.OMS@maine.gov by July 13, 2026. Please ensure any comments providing feedback about whether draft rate recommendations are or are not sufficient to cover costs within your organization include details and explanation about what cost or components you feel should be adjusted beyond what was presented. Comprehensive comments help to inform our final review of rates. For example, if you feel a more highly credentialed staff and thus salary is necessary to deliver a particular service, it is helpful for us to have this information as well as what credential and salary you believe is necessary.

As a reminder, 22 M.R.S §3173-J establishes a rate-setting system for the development and maintenance of MaineCare payment models and rates that comply with the requirement in 42 United States Code, Section 1396a. When rates are reviewed under this process it is with the intent of ensuring that those rates are economic, efficient, and adequate to support access to services.

Final rate changes require any necessary appropriations, federal approval, and state rulemaking. Note that we have not yet identified an implementation timeline for this effort.
