The MHRC accepts intakes, complaints, and documents/filings in person, by U.S. Mail, by facsimile, and by electronic mail.*
People/parties/lawyers who are filing/submitting any documents are required to do the following:
(1) Indicate on the filing how they are submitting it (email, US Mail, fax, hand-delivery, combination of methods) so we know what to expect; and
(2) If the filing/submission is being done only electronically/via email, check with the other party or lawyer for a party to ensure they can and are willing to receive an electronic filing;** and
(3) Send a copy of the filing to the other party in the format they require with a copy to info@mhrc.maine.gov or to the investigator to whom the case has been assigned, once it has been assigned to an investigator, along with a statement affirming that the submission was sent simultaneously to all other parties and identifying the means of production to each of them.
Electronic-only filings that do not meet these requirements will be rejected.
*The MHRC does not accept submissions emailed to us that require any staffer to do file-sharing, create a username or password, or use the sender’s proprietary database/electronic data management systems. If a submission includes audio and/or video files, these must be submitted to the Commission on a file storage device (i.e. CD, flash drive, etc.).
**If a party does not have an email address or is not willing to accept electronic service, or if a submission is too large for electronic submission, the submission must be made by US Mail or other courier service. Parties filing hard copies of submissions must either file enough copies with the Commission for the Commission's file and every other party, or provide one copy to the Commission and a statement affirming that the submission was sent simultaneously to all other parties and identifying the means of production to each of them.
For more information, please see the Commission’s Procedural Rule at 2.02(E) and 2.05(B) (PDF).
