Service and assistance animals provide much-needed support for people with disabilities by doing tasks that range from helping those with mobility issues navigate through traffic, alerting those with "hidden" disabilities of an oncoming seizure or panic attack, or activating emergency systems for those who cannot physically do so. The use of such animals, which keeps people with disabilities living and involved in their communities, is tightly regulated by federal and state civil rights laws, including the Maine Human Rights Act. Comparison of 2010 ADA Standards for Accessible Design and the Maine Human Rights Act - Service Animals in Places of Public Accommodation (Federal)
The "service animal" provisions for public accommodations under state and federal law are the same. Accordingly, the DOJ Revised Guidance on Service Animals, available online at http://www.ada.gov/service_animals_2010.pdf, may be used for both (although miniature horses are only covered under federal law). “Service animals” are defined differently in housing, and the Commission’s separate guidance should be used in that context. - Service Animals in Places of Public Accommodation (PDF) (Maine)
