Division of Licensing and Certification

The Division of Licensing & Certification (DLC) provides regulatory oversight of medical and long-term care facilities in Maine. This includes oversight of the CNA registry, criminal background checks for employers to ensure staff are safe to care for our vulnerable citizens, and investigations into allegations of unsafe practices/events in facilities as diverse as hospitals, nursing homes, assisted living facilities, and group homes.

New- 10-144 CMR Ch 108 Home and Community Support Service Agencies 

The Department has recently adopted an emergency rule, effective September 3, 2025. This rules contains new licensure requirements for certain Home and Community Support Service Agencies (“HCSS” also frequently referred to as “HCBS programs.”) HCSS residential facilities currently licensed under 10-144 CMR Ch. 113 must transition their residential programs to licensure under the new emergency rule, 10-144 CMR Ch. 108.
