WIN Program Manual - Repeal

The Department adopts the repeal of 10-144 C.M.R. Ch. 311; Work Incentive (WIN) Program Manual as this rule has been replaced by the Job Opportunities and Basic Skills Training Program (JOBS) created by the Family Support Act of 1988. In addition, the Personal Responsibility and Work Opportunity Act established the Temporary Assistance for Needy Families (TANF) which replaced the Aid to Families with Dependent Children (AFDC) in 1996. The WIN Program has been determined an obsolete rule and is adopted to repeal.

This rule will not have an adverse impact on municipalities or small businesses.
