Homeland Security in Maine is a multi-disciplinary, multi-agency, state-federal partnership.
Maine's activities to promote Homeland Security are built on existing capabilities and relationships, enhanced to ensure that the special circumstances inherent in Homeland Security issues are taken into account.
The State of Maine cannot assist with passport, immigration or other international travel issues. A list of relevant agencies that may be able to provide assistance on these subjects is provided below. Please contact us with any other concerns or questions about Homeland Security in Maine.
Homeland Security Advisory Council
The Maine Homeland Security Advisory Council (HSAC) was established by Executive Order of the Governor in the summer of 2005. The HSAC was later formally adopted by the Maine State Legislature in the spring of 2006.

The Council is comprised of:
- The Director of Maine Emergency Management Agency
- The Commissioner of Defense, Veterans, and Emergency Management
- The Commissioner of the Maine Department of Public Safety
- The Director of the Maine Center for Disease Control, within the Department of Health and Human Services
- The Chief of the Maine State Police within the Department of Public Safety
- A representative of the Governor
- The Commissioner of the Department of Inland Fisheries and Wildlife
- The Commissioner of the Department of Marine Resources
- The Commissioner of the Department of Agriculture, Conservation and Forestry
The Council advises the Governor on all matters related to Homeland Security, including terrorism and bio-terrorism issues. The Council provides a forum for the top officials in the State to collaborate, share essential information, and develop a unified strategy to address Homeland Security issues in Maine.
Maine Information and Analysis Center (MIAC)
The Maine Information and Analysis Center (MIAC), a program of the Maine Department of Public Safety, is Maine's designated "fusion center." The MIAC's mission is to to collect, analyze and appropriately share intelligence between the federal government and the State of Maine. The MIAC also provides analytical and investigative support for crimes of a complex, organized or statewide nature.
The MIAC accomplishes this task through processes of intelligence collection, contextual analysis, and dissemination to its federal, state, county, and municipal public partners as well as relevant private sectors.
The MIAC is also a resource to help Maine citizens do their part in helping to keep Maine safe. Citizens are encouraged to contact the Center when they observe or learn of suspicious persons, incidents or activity that may arouse their concerns. The information will be evaluated and referred to the appropriate agency if warranted.
