Coplin Plantation Subdivision (SP 4103)

On November 4, 2025, the Commission received an application for a Subdivision Permit (SP 4103) pursuant to 12 M.R.S § 685-B from Loaf Land Development, LLC (the Applicant). The Applicant is seeking approval for a twelve-lot, high-density, basic layout, upland, residential subdivision in Coplin Plantation, Franklin County. The Subject Parcel is approximately 24.5 acres in size and described as Coplin Plantation Map 7, Lots 2 and 12. The Subject Parcel is located within the Residential Development (D-RS) subdistrict.
The Commission received multiple requests to hold a public hearing on the application. On April 30, 2026, LUPC staff determined that the application was complete for processing [see LUPC Chapter 4, § 4.05(A)(5)(a)], marking the beginning of the 45-day period within which the Commission must decide whether to hold a public hearing. At its regular business meeting on June 10, 2026, the Commission voted to hold a public hearing and conduct a site visit.
On Tuesday, October 13, 2026, the Commission conducted a site visit, followed by the General Public Comment Session at the Town of Eustis Community Building, located at 84 Main Street in the Village of Stratton, Eustis, Maine. Notice for the hearing and site visit was provided to the persons and by the means specified in LUPC Chapter 4, § 4.04(B)(5)(a) and is available in the table below. A link to the meeting audio from the General Public Comment Session is available in the table below. Written comments may be submitted until December 2, as described below. Additional information about participating in the hearing may be found in the First Procedural Order and in the Hearing Notice, both available in the table below.
The Technical Session of the public hearing will take place on Thursday, November 12, 2026, at 10:30 AM at Jeff’s Catering & Event Center, 15 Event Center Way, Brewer, ME. The Technical Session is intended for the presentation of expert and technical evidence and participation is limited to the Applicant and Intervenors. The general public may attend the Technical Session in person or virtually but will not have the opportunity to offer oral testimony at the session. Additional information about the Technical Session may be found in the Second Procedural Order in the table below.
Written comments related to the Application and information presented at the General Public Comment and Technical Sessions may be sent to tim.carr@maine.gov. The following deadlines apply to written comments:
- Post-Hearing Comment Period: November 13 – 22 (11:59 PM deadline)
- Post-Hearing Rebuttal Period: November 23 – December 2 (11:59 PM deadline)
