Incident Action Plan and Incident Command System Resources

The Incident Command System (ICS) was developed to standardize the management of responses to wildland fires, natural disasters, oil and hazardous material releases, accidents, and acts of terrorism. Under the ICS, responders develop an Incident Action Plan and organizational structure to fit the incident which allocates and manages resources in a timely and efficient manner. The incident commander(s) identify incident priorities and objectives for the response which are then used to develop the strategies, tactics, organizational structure, and resource requirements needed for an effective response. The following links provide example forms and templates to guide the development of a full Incident Action Plan (IAP) and supporting documents for a large spill response.

NOAA/EPA CAMEO Chemical Database of Hazardous Materials

The CAMEO Chemical Database provides responders with access to chemical datasheets. Responders can search through the database or create libraries of chemicals they may encounter on a regular basis. Datasheets provide links to other classification frameworks, such as USDOT or NIOSH.

NOAA Job Aides

NOAA's job aides provide guidance and resources for a variety of in-field inspection and decision making process, including shoreline inspection, recovery method selection, and trajectory analysis. Job aides can be accessed here.

NOAA Response Tools for Oil Spills

NOAA offers a variety of response tools for oil spill responders and planners with GNOME Suite. These include tools modeling for oil weathering (ADIOS), online mapping (ERMA), coastal resource maps (ESI), oil spill trajectory modelling (GNOME), tools for converting units (NUCOS), assessing the performance of oil spill response methods (Response System Planning Tools), and tools for assessing natural resource damages from oil spills (DIVER). WebWISER

The National Institute of Health's Wireless Information System for Emergency Responders (WISER) is designed to assist emergency responders in hazardous material incidents. WISER provides a wide range of information on hazardous substances, including substance identification support, physical characteristics, human health information, and containment and suppression advice.
