In Wake of Deadly Biddeford Shooting, Governor Mills Calls on Congress to Reform ICE
In letter to Maine Congressional Delegation, Governor says ICE must be fundamentally reformed — or abolished
Governor Janet Mills today called on Congress to immediately take action to reform and decisively rein in U.S. Immigration and Customs Enforcement (ICE) following the fatal shooting of 26-year-old Johan Sebastián Durán Guerrero in Biddeford by a federal immigration enforcement officer.
Governor Janet Mills issued the following statement regarding this morning’s fatal shooting in Biddeford:
“I have been briefed on the fatal shooting in Biddeford this morning involving Federal law enforcement. I know that situations like these are alarming and frightening. The Maine State Police are at the scene supporting and working cooperatively with the Attorney General’s Office, Maine’s Office of Chief Medical Examiner, and Federal officials to determine the facts of what occurred this morning.”
Consistent with a directive of the President, Governor Janet Mills has ordered that the United States and the State of Maine flags be lowered to half-staff until 6:00 PM on Saturday, July 18, 2026, in honor of the late U.S. Senator Lindsey Graham of South Carolina, who passed away on Saturday at the age of 71.
“On behalf of the State of Maine, I extend our condolences to the people of South Carolina,” said Governor Mills.
