10-144 C.M.R. 332; MaineCare Eligibility Manual, Parts 2, 3, 4, 5 and Chart 7; Rule #301 - Certain MAGI and CHIP Coverage Group Changes

The purpose of this rule is to provide continuing MaineCare coverage for parents, of children in the custody of the Office of Child and Family Services (OCFS), who are actively participating in family reunification. The proposed rule also removes exclusions, lock-out periods, and premiums for Cub Care and increases the Federal Poverty Level (FLP) to 208% for all children. The proposed rule changes increase access to health insurance coverage.

DHHS Recognizes Mental Health Awareness Month

May 5, 2023

May is designated nationally as Mental Health Awareness Month. This year, it also marked the end of the federal COVID-19 Public Health Emergency, which affected not only physical health, but also mental and emotional wellbeing.

DHHS is highlighting resources available through StrengthenME and Children’s Behavioral Health Services to support those experiencing ongoing mental health effects of the pandemic, as well as broader support for the mental and behavioral health of Maine people of all ages.

 

2023 Rates for COVID-19 Codes, CR 114822 

Effective January 1, 2023, we updated the COVID-19 rates listed below. We adjusted affected claims on March 13, 2023.

Attention Providers of Section 67 Nursing Facilities (NF) and Section 97, Residential Care Facilities (RCFs, PNMI Appendix C): Provider Rate Methodology Workgroup Presented Materials  

As previously noticed, MaineCare and our vendor Guidehouse Inc. are hosting several work groups with interested stakeholders to obtain important feedback as part of the rate determination process for Section 67, Nursing Facilities, and Section 97, Residential Care Facilities.  

Sections 13, 17, 28, 65, and 92, Targeted Case Management and Behavioral Health Services – Rate Studies Comment Summary with Department Response

In the Spring of 2022, the Office of MaineCare Services (OMS) initiated rate determinations for MaineCare Benefits Manual (MBM) Sections 13, 17, 28, 65, and 92. Burns and Associates, a Division of Health Management Associates, conducted these rate studies. Providers submitted cost surveys in April and May of 2022. Burns used information obtained through the surveys, as well as stakeholder feedback, to inform the development of draft payment methods and rates. In September of 2022, after P.L. 2021 Ch.
