The Maine Office of Community Affairs (MOCA) is proposing to amend its rules to implement the statutory changes in Res. 2026, Ch. 171, which transferred manufactured housing regulatory authority to MOCA from the Department of Professional and Financial Regulation. The proposed amendments make minor technical changes to reflect the new structure of the Manufactured Housing Program. In addition to updating Chapters 1-17, this rulemaking adds a new rule, Chapter 25, to establish MOCA’s authority to delegate certain hearing-related responsibilities to Presiding Officers.
