Summary

This dataset was developed for use by the MEDWP and other entities. Its primary purpose is to assist in management of spatial information about PWSs in compliance with the federal Safe Drinking Water Act as Amended 1996 and 22 MRSA Chapter 601. Detailed design decisions may require additional locational data. Field verification of location, ownership, and other attributes is strongly recommended. The dataset was developed by the Maine Department of Human Services, Drinking Water Program, with logistical and financial support from U.S. Environmental Protection Agency (USEPA). These areas are also regulated under PL 761, requiring notice to the water supplier of locally permitted activities.

Description

WELLBUFFERS contains circular buffers that represent source water protection areas for wells and surface water intakes that serve the public water supply in Maine. Well buffers are proportional to population served and/or by the type of water supply system. These buffers range from 300 to 2,500 feet in radius. Intake buffers represent a 1000 foot radius around the location of a public water supply surface water intake. PWS travel time or probabilistic source protection areas are depicted in WELLMODELS and are not included in this buffer dataset. There are 3 types of public water systems in Maine: Transient Systems (restaurants, boys and girls camps, campgrounds, motels, bottled water companies, etc.); Community Systems (utilities, mobile home parks, nursing homes, etc.); and Non-transient, Non-Community (NTNC) Systems (schools, offices, factories, etc.).

Use limitations

Detailed design decisions may require additional locational data. Field verification of location, ownership, and other attributes is strongly recommended. Users must assume responsibility in determining the usability of this data for their purposes. Digital maps retain the accuracy of their source materials. The best use of data mapped at scales of 1:500,000 and 1:250,000 is in statewide planning and studies; at 1:100,000 in regional planning and studies; at 1:62,500 and 1:24,000 in detailed studies and local planning; and at 1:12,000 and 1:5,000 or larger scales in parcel level studies and detailed local planning. In the use of Maine GIS data, please check sources, scale, accuracy, currentness and other available information. Please confirm that you are using the correct copy of both data and metadata from the Maine GIS Data Catalog. Updates, corrections, and feedback, incorporated in the Maine GIS database are made in accordance with "Data Standards for Maine Geographic Information Systems", 2002, and coordinated by MEGIS

Measure description Attribute data are extracted from the State Drinking Water Information System (SIDWIS). Although this information is updated and checked for quality purposes on a regular basis, there are errors in the data. Supplies may also be used seasonally, and may not be active. Supplies may go off-line, or be abandoned and the MEDWP may not be informed of their change in status.

Measure description GPS data were differentially corrected using Trimble base station data. Accuracy of the well locations which were collected by GPS can range from 1 cm to over 100 meters depending on the number of satellites in view, the position of satellites in relation to each other, the strengths of the satellite signals and the distance of the base station from the GPS receiver. Geoexplorers typically provide accuracy ranges of 2 to 5 meters.

Other citation details Locations in 1996-2003 were collected using Trimble Geoexplorer Global Positioning System (GPS) receivers. Locations in 1991 and 1995 were collected using Trimble Pathfinder GPS Receivers. GPS is a satellite-based positioning system operated and maintained by the U.S. Department of Defense. It consists of 24 NAVSTAR satellites that orbit the earth every twelve hours at an altitude of approximately 12,600 miles, as well as ground-based monitor and upload stations, which track and monitor the satellite orbits, and a master control station. GPS receivers use the signals sent by the satellites to determine where the satellites are and then use this information to calculate the user's position on the earth. Accuracy can range from 1 cm to over 100 meters depending on the number of satellites in view, the position of satellites in relation to each other, the strengths of the satellite signals and the distance of the base station from the GPS receiver. Geoexplorers typically provide accuracy ranges of 2 to 5 meters. Locations have been mapped using the North American Datum 27 (NAD27) later converted to NAD83 in Universal Transverse Mercator (UTM) coordinate system.

Overview Description
Entity and Attribute Overview The Maine Drinking Water Program maintains an extensive database of information on each public water supply well. PWS travel or probabilistic source protection areas are depicted in WELLMODELS and not included in this buffer dataset. The radius of the protection area is determined based on water system type and number of customers served. See table provided in Supplemental Information for additional information. PWSID can be used to relate to existing, or build additional, detailed database information. Other items provide information on BUFFER_ID, TYPE of public water system.

Overview Description
Entity and Attribute Overview
                            The Maine Drinking Water Program maintains an extensive database of information on each public water supply well. PWS travel or probabilistic source protection areas are depicted in WELLMODELS and not included in this buffer dataset. The radius of the protection area is determined based on water system type and number of customers served. See table provided in Supplemental Information for additional information. PWSID can be used to relate to existing, or build additional, detailed database information. Other items provide information on BUFFER_ID, TYPE of public water system.
