This dataset was designed for use within Maine DOT.

Description

The Metropolitan Planning Areas (MPA) represent the geographic areas for each of Maine's four Metropolitan Planning Organizations (MPO). Among these organizations are the Androscoggin Transportation Resource Center (ATRC), Bangor Area Comprehensive Transportation System (BACTS), Kittery Area Comprehensive Transportation Study (KACTS) and the Portland Area Comprehensive Transportation Committee (PACTS). These boundaries were approved and established in 2005.

Users must assume responsibility in determining the usability of this data for their purposes. Digital maps retain the accuracy of their source materials. The best use of data mapped at scales of 1:500,000 and 1:250,000 is in statewide planning and studies; at 1:100,000 in regional planning and studies; at 1:62,500 and 1:24,000 in detailed studies and local planning; and at 1:12,000 and 1:5,000 or larger scales in parcel level studies and detailed local planning. The 2005 Metropolitan Planning Areas (MPA) were derived from an amalgamation of both the 2000 Census Federal Urbanized Areas and each existing MPA of record, which had been accepted in 1993. In order to provide further clarity and allow the GIS substitution of a written description for the boundaries, the boundary locations were adjusted through screen-digitizing at 1:10,000 or finer with use of the latest available digital orthophotographs for each area. These images were viewed from the Maine Office of GIS via MaineDOT's connection to the MEGIS Spatial Database Engine (SDE), using ArcGIS desktop version 8.3. The methodology of these adjustments consisted of finding the actual locations of features obviously referenced by the census data (Roads, Rail lines, streams, municipal boundaries, coastline, etc.) and, in less-obvious circumstances, relying on representatives from each MPO and MEDOT to make judgments about where the boundary should be located. Ultimately, this boundary was portrayed on a paper map at scales of around 1:30,000 to 1:50,000 and signed by representatives from the MPOs, MEDOT and FHWA.
