Abstract:
BRDBAND is a REGIONS dataset attributed with broadband services in Maine by municipality, including DSL, cable, and wireless. The data is mapped at 1:24,000 scale using a GIS format digital map of Maine town boundaries, as a basemap. The Maine Public Utilities Commission (MEPUC) began tracking broadband deployment in 2003 through informal inquiries to local telephone companies, cable TV companies and via web searches for cable modem service, wireless providers and Internet service providers. In the fall of 2004, MEPUC included a request for information in the Maine Public Advocate's Office (OPA) "Ratewatcher". Because of the diversity of technologies and providers, there was no single place where potential broadband customers could go to determine which services were locally available. At the Governor's request, the MEPUC agreed to host and maintain a web site to improve access to this information.
In October 2004, MEPUC worked with the Maine Office of Geographic Information (MEGIS) to make an Internet map service on statewide broadband services available. MEPUC tabular data on broadband deployment was related to basemap METWP24. The ArcIMS based service provides an easy to use map interface for query, search, access and feedback to MEPUC tabular data on broadband deployment available to Internet browsers, http://megisims.state.me.us/website/BroadBand2/viewer.htm
Purpose:
BRDBAND was created to show the availability of broadband service in Maine by municipality. Data at this scale is suitable for detailed studies and local planning. Not for use in scales greater than 1:24000.

Through feedback from this site, MEPUC tabular data and the Internet map service is continually updated. The Maine GIS Internet Data Catalog copy of BRDBAND is refreshed with these updates quarterly.

The MEPUC began tracking broadband deployment in 2003 through informal inquiries to Local Telephone Companies, cable TV companies and via web searches for cable modem service, wireless providers and Internet Service Providers. In the fall of 2004 we also included a request for information in the Maine OPA's rate watchers guide questionnaire. The information that was gathered was stored in an Excel spreadsheet and updated quarterly but the MEPUC did not have a process to disseminate it. Additionally, because of the diversity of technologies and providers, there was no single place where potential broadband customers could go to determine which services were locally available. At the Governor's request, the MEPUC agreed to host and maintain a web site to conveniently provide this information; in October 2004, MEPUC worked with the Maine Office of Geographic Information (MEGIS) to relate the tabular data, on broadband deployment, to a GIS format digital map of Maine town boundaries and created an Internet map service using ArcIMS. The service makes a view of MEPUC tabular data available by town allowing query, search, and access available to anyone with an Internet browser, http://megis.maine.gov/maps/

Entity and Attribute Detail Citation:
The ArcView shapefile and ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. These are listed here to avoid repetition for every layer, and may not be repeated in the attribute descriptions and definitions of each layer. Common software generated identifiers and attributes in Maine GIS data include: FID (feature identifier), Shape (feature geometry), OBJECTID and SHAPE_lengt. MEGIS has made all vector layers, in the Maine GIS Internet Data Catalog, available in ESRI's ArcView shapefile format. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView, ArcGIS, ArcExplorer. Shapefiles are a compatible data type for many other types of GIS software. Three files are fundamental to each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features.
