In addition, MEGIS has published five of the geographies as single themes. MCDCCD00 and VTD00 offer Census 2000 County Subdivisions and Census 2000 Voting, House, Senate and County Commissioner districts for Maine 1994-2003. CNGRSS03, HOUSE03, and SENATE03 provide single theme mapping for the new electoral districts for Maine effective 2004. All the datasets are attributed with population.
Unique-ids for each Census geographic unit can be used to relate or join these datasets to extended Census data files, counts, tabulations, and reference tables. Two such tables that relate to BLKS00 are MEGEO and BLKS00SF1, from the Bureau of Census, have been published at the MEGIS Data Catalog "Tables" link at <http://musashi.ogis.state.me.us/>. Additional tables from the Census Bureau will be published as they become available.

Abstract:
BLKS00 contains Census 2000 Block boundaries and population by blocks for the state of Maine at 1:100,000 scale. Census Block boundaries are statistical subdivisions of counties for the reporting of decennial census data. The Census 2000 TIGER/Line Files are the primary source for this data set. BLKS00 is built to POLYGON topology and contains the attributes FIPSSTCO, COUNTY, COUSUB00, COUSUB00NA(ME), TRCT00, BLKGRP00, PLC00, PLC00NA(ME), BLK00, BLK00NUM, BLKNAME, STFIDBLK00, POP00, CENTAG, USDSTRCT03, SNDSTRCT03, and HSDSTRCT03.
The item STFIDBLK00 is a calculated combination of these items that uniquely identifies a Census Block within the State of Maine. The item CENTAG was added for correct labeling and/or statistics where multiple polygons contain the same block number, as is the case in some coastal communities where islands are depicted. The numeric item POP00 was populated and proofed from the Census 2000 Redistricting Data (P.L. 94-171) Summary File. The item COUSUB00 contains the Federal Information Processing Standard (FIPS) code a single 5 character code field used by the Bureau of the Census to identify the Census County Division to which the block belongs. COUSUBNA has been added to improve convenience in labeling. Likewise TRCT00 (Tract), BLKGRP00 (Block Group), and PLC00 (Designated Place if applicable), and PLC00NA for Designated Place name labeling. All Census geographies, cross tabulated in the dataset, can be mapped using the ID included for each level, i.e. For Census County Subdivisions COUSUB00, Census Tracts STFIDTRCT00, Census Block Groups STFIDBLKGRP00, Census Designate Places PLC00 and Census Blocks STFIDBLK00. Unique-ids for each Census geographic unit can be used to relate or join these datasets to extended Census data files, counts, tabulations, and reference tables. Purpose:
BLKS00 was created to facilitate mapping, analysis, and use of Census 2000 data with other Maine GIS data layers. Other data layers for use with this Census geography data set will be published. Although Census boundaries represent real world features like rivers, lakes, railroads, political boundaries, etc., their primary purpose is for use in statistical analysis. As such, the features of the Census TIGER/Line Files from which this coverage was derived may not coincide with representations of these features drafted for other purposes or at other map scales.

There is often no direct 1:1 relationship between minor civil division boundaries and Census geographic units. The rural character of Maine, and especially northern Maine, requires the Census Bureau to report counts and tabulations over larger areas for statistical reasons and the Bureau of Census redefines these areas as population shifts. MCDCCD00 represents the closest correlation between Census geographic units and minor civil division boundaries. All other Census geographies represent areas either larger or smaller than town or township boundaries and often cross boundaries. In most cases additional analysis will be required to report Census counts and tabulations by town or township.

Approximate horizontal accuracy is 51 meters, assuming source data meets National Map Accuracy Standards. An insignificant number of blocks (limited to less than a dozen statewide) required reshaping to display properly in a single precision coverage. Reshape was done manually well within the map accuracy standard (less than 10 meters) for data at this scale.

This geospatial data layer is derived from Census 2000 TIGER/Line files. The information present in TIGER/Line files is provided for the purposes of statistical analysis and census operations only. Coordinates in the TIGER/Line files have six implied decimal places, but the positional accuracy of these coordinates is not as great as the six decimal places suggest. The positional accuracy varies with the source materials used, but generally the information is no better than the established national map Accuracy standards for 1:100,000-scale maps from the U.S. Geological Survey (USGS); thus it is NOT suitable for high-precision measurement applications such as engineering problems, property transfers, or other uses that might require highly accurate measurements of the earth's surface.

Process Description:
BLKS00 was assembled from Redistricting TIGER/Line 2000 data for Maine counties published in shapefile format by ESRI through the Geography Network at <http://www.geographynetwork.com/>. The ESRI data layers were in county map extents, stored in geographic coordinates expressed as decimal degrees. The coordinates provided were in the North American Datum of 1983 (NAD83). The ESRI shapefiles were projected to UTM, NAD83, Zone 19 in ArcView 3.2.1, then converted to Arc/Info coverage format with the SHAPEARC command. PRECISION was set to double, double and tolerances were reset throughout the conversion process. The final copy of the coverage was returned to single precision with the result an excellent linework match to the Redistricting 2000 TIGER/Line File source. The coverage was built to POLYGON topology. Attributes of the ESRI shapefiles preserved in BLKS00 are the state and county FIPS codes in FIPSSTCO. Other items include TRCT00, BLKGRP00, PLC00, to provide cross-reference to other published Census geography layers. To facilitate analysis the Census Block number is provided in both text BLK00 and numeric BLK00NUM format, the item CENTAG was added for correct labeling and/or statistics where multiple polygons contain the same Census Block number as is the case in some coastal communities where islands are depicted. BLKS00 was updated to reflect reapportionment of electoral districts in Maine 2003. The items USDSTRCT03, SNDSTRCT03, and HSDSTRCT03 were added and attributed for: US Congressional Districts for Maine established by apportionment July 2, 2003, Final Order Maine Supreme Judicial Court; Maine State Senate Districts established by apportionment July 2, 2003, Final Order Maine Supreme Judicial Court; Maine House of Representative Districts established by the Maine Legislature. Legislation, Chapter 289 of the Public Laws of 2003, was enacted by the 121st Legislature and signed by the Governor on May 23, 2003.
This update makes mapping available for US Congressional District, State House and State Senate District numbers by Census Blocks 2000, as well as analysis and relationship options by other Census geographies, i.e., Counties, CCD, Census Tracts, Census Designated Places, Census Block Groups.
The items COUSUB00NA and PLC00NA have been added for COUSUB00 and PLC00 identifiers, to provide easier labeling and analysis of Census 2000 County Division and Designated Place names.
The items VTD00 and VTD00ID have been deleted. This information, electoral district designations by Census Block for 1994-2003, can still be mapped for historical purposes, from the data layer VTD00.

The coverage contains the attributes FIPSSTCO, COUNTY, COUSUB00, COUSUB00NA TRCT00, BLKGRP00, PLC00, PLC00NA, BLK00, BLK00NUM, BLKNAME, STFIDBLK00, POP00, CENTAG, USDSTRCT03, SNDSTRCT03, HSDSTRCT03. The item STFIDBLK00 is a calculated combination of these items that uniquely identifies a Census Block within the State of Maine. The item CENTAG may be used to select a single feature for labeling and statistical purposes. The item COUSUB00 contains the Federal Information Processing Standard (FIPS) code a single 5 character code field used by the Bureau of the Census to identify the Census County Division to which the block belongs. Likewise TRCT00 (Tract), BLKGRP00 (Block Group), and PLC00 (Designated Place if applicable). All Census geographies, cross tabulated in the dataset, can be mapped using the ID included for each level of census geography, i.e. for Census County Subdivisions COUSUB00, Census Tracts STFIDTRCT00, Census Block Groups STFIDBLKGRP00, Census Designate Places PLC00, Census Blocks STFIDBLK00. CAUTION: care must be taken to ensure referential integrity in relates and joins to IDs provided.

The ArcView shapefile and ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. These are listed here to avoid repetition for every layer, and may not be repeated in the attribute descriptions and definitions of each layer. Common software generated identifiers and attributes in Maine GIS data include: FID (feature identifier), Shape (feature geometry), OBJECTID and SHAPE_lengt. In addition, most GIS formats will carry fields for PERIMETER, AREA and/or LENGTH according to feature geometry. These fields are typically available by default, with the units based on coordinate system or projection units of GIS data. Most GIS software packages also provide a means to calculate these values. It is important to test any columns containing PERIMETER, AREA or LENGTH values before using them for analysis purposes. These important values can be carried from format to format and become out-dated. Verify that the values are correct. Also, in your GIS software, please view the properties of data layers for the map units used to calculate these fields, and for the units set for display purposes.

MEGIS has made all vector layers, in the Maine GIS Internet Data Catalog, available in ESRI's ArcView shapefile format. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView, ArcGIS, ArcExplorer. Shapefiles are a compatible data type for many other types of GIS software. Three files are fundamental to each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. Other index files may be created to help speed analysis and query: these file formats are .sbn .sbx .ain .aix .fbn and .fbx. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles.
