About Maine DOER

The Maine Department of Energy Resources (DOER) leads energy policy, planning, and development for the state. DOER provides policy leadership and technical assistance, develops energy programs, monitors energy markets, and reports on heating fuel and electricity prices, among other activities. DOER works in partnership with various state agencies, federal and local officials, industry, nonprofit interests, and academia on energy issues.

DOER's mission is to deliver the expertise and coordination needed to strengthen the state’s energy system and ensure affordable, reliable and increasingly cleaner energy for all people and businesses.

DOER Divisions

DOER was established by statute to meet today’s energy challenges and is organized around four core areas of work:

  • Planning and Policy – Focuses on energy planning and ensuring sound, data-driven energy policy. Leads the development of the Maine Energy Plan, supports regulatory work related to electricity and natural gas, and oversees new clean energy procurements designed to deliver reliable, affordable power for Maine.
  • Supply and Security – Responsible for energy reliability and preparedness. That includes emergency planning, coordinating with regional and local partners, maintaining our clean and renewable portfolio standards, and evaluating new and emerging energy technologies that can strengthen Maine’s energy supply and resilience.
  • Energy Efficiency – Building on Maine’s leadership in efficiency, this team works to reduce energy costs for households and businesses by supporting efficiency measures, modern building technologies and codes, and cost-effective solutions like heat pumps and weatherization that deliver real savings.
  • Economy and Innovation – Focuses on the economic opportunities of energy: supporting workforce training, clean energy job creation, innovation programs that support new businesses and growing startups, and technical assistance that helps Maine communities thrive.
