The State Performance Plan (SPP) is designed to evaluate the state's efforts to implement the requirements and purposes of Part B and Part C, respectively, and to describe how the state will improve its implementation. Each state is required to report annually to the public and to the Office of Special Education Programs on each local education agency's and Part C program's performance on the targets in the SPP through an Annual Performance Report (APR).

Determination Letters
OSEP responds to the APR submitted by the state each year. OSEP provides an assessment of the performance and compliance level demonstrated in the report and categorizes it in one of four possible determinations: meets requirements, needs assistance, needs intervention or needs substantial intervention.
