Statewide Contracts for Temporary Staffing Services
On July 2, 2026, the Office of State Procurement Services announced the awards made under RFP# 202507096. The RFP sought proposals for temporary employment services to accommodate Maine’s significant volume of temporary staffing needs across all departments. Through this RFP, five (5) awards were made. The awarded vendors are ranked by mark-up rate in each of their awarded categories in the spreadsheet linked below:

Selection of Resources:
The awarded bidder with the lowest markup cost will be given a description of the particular services and/or resource(s) needed and asked to respond within a specific timeframe with the information sought (generally the number of candidates they have available for interview that meet the services required). The awarded bidder with the lowest markup cost must respond to each request with the information requested, or provide “no bid” as a response within two (2) business days. The requesting Department will then interview and select the resource based on candidate experience and availability.
If the required resources do not fall under any of the identified categories, the requesting Department will solicit a quote from each awarded bidder. The lowest markup rate will be selected.
The requesting Department reserves the right to use any resulting Master Agreement from this RFP for emergencies (if the need arises). The requesting Department also retains the discretion to issue new RFPs for specific projects.
For State Identified Resources: the requesting Department will notify the awarded bidder with the lowest markup rate. If that bidder cannot supply the required resources, the requesting Department will move to the next lowest awarded bidder, unless the requested resource is already registered with another awarded bidder.
For Provider Identified Resource and Awards: the requesting Department will notify the awarded bidder with the lowest markup rate. If that bidder cannot supply the required resources, the requesting Department will move to the next lowest awarded bidder.
