Measuring the Effectiveness of the Location of Development Rules

The Land Use Planning Commission is committed to monitoring the effects of the adjacency and subdivision rule changes that took effect in 2019 (Learn about what changed and why change was needed).
To that end, the Commission approved a work plan in 2021 for the periodic review of the new location of development rules, culminating in a final report after five years.
Following the work plan, the Commission finalized the Five-Year Report on the effects of the rule changes in April 2026.
The table below contains links to the Five-Year Report, the work plan, memos and presentations to the Commission about the Report, and prior annual reports on the effects of the rule changes.
Given Commissioners’ continued interest in the effects of the 2019 Adjacency and Subdivision Rulemaking and the pattern of development in the Commission’s Service Area, LUPC staff will continue to collect data annually and will prepare another report in 2030 covering the years from 2019 to 2029. The extent to which a report in 2030 would follow the 2021 workplan would be determined closer to the time based upon feedback from the Commissioners.
The current Five-Year report provides information relevant to the ongoing process to update the Commission’s Comprehensive Land Use Plan (CLUP). Further analysis and discussion of development in the Commission’s Service Area will occur during the CLUP update process. The 2030 report will benefit from those analyses and stakeholder discussions.
