I. Introductions & Committee Charge

  • Chair: Brian Langerman
  • Members: Andy Turcotte (Rules Committee), Dr. Matthew Sholl (MDPB), Dr. Jack Lewis (MDPB), Maine EMS Staff Representative.
  • Charge: 1. Develop "off-ramp" recommendations for MD3 (MOPR) and Delta pilot projects (due by April Board Meeting).

2. Propose a standardized, rule-based pathway for the application, oversight, and conclusion of future Maine EMS Pilot Projects.

II. Establishment of Meeting Goals

  • Goal 1: Review the current status and data of the MD3 and Delta projects to determine clinical and operational efficacy.
  • Goal 2: Identify specific "off-ramp" options for existing pilots (e.g., permanent protocol incorporation, standard licensure amendment, or project sunset).
  • Goal 3: Outline the "Pilot Project Life Cycle" to serve as the basis for new rulemaking.

III. Review of Current Pilot Projects

  • MD3 (Maine Operational Physician Response): Summary of activities since May 2023 and alignment with state medical direction.
  • Delta Pilot: Summary of findings and integration with existing service levels.

IV. Standardizing the Pathway (The "Innovation Pipeline")

  • Standardizing Approval: Discussion on moving from ad-hoc Board exemptions to a formal regulatory pathway.
  • Oversight Roles: Defining the distinct responsibilities of the MDPB (clinical review) vs. the Board (regulatory/administrative oversight).
  • Concept Development: Initial review of the draft rule document.

V. Draft Rule Concept: Chapter 28 (Pilot Projects)

  • Review of the initial "Rule Concept" document.
  • Determining mandatory application components (Data plan, QA/QI oversight, Funding transparency).
